The main goal is to invite translators which are not developers (don't familiar with a visual studio) and implement simple and clear way of communication between translators and developers

Merging tool details:
* add value to the destination if value missed (auto)
* skip if values are equal in the source and destination (auto)
* ask user to choose between source and destination if values on a same language and with a same key are different (user defined)
* list of merging operations with a "show/hide only conflicts" button

What is the special thing needed to support google sheets?
They can read/write Excel file format, so anything else needed here?
IMO we just need to add interactive merging for Excel import to make it all work....
